Issuing authority
Point 6 of the Правил: for exit from / entry into Ukraine exclusively by oversize vehicles — the authorised unit of the National Police; for routes within a region (oblast) or between regions — National Police units in the regions, the city of Kyiv, the ARC and Sevastopol. Point 9: route over roads of several regions — approval by the Restoration Agency; within one region — by its regional enterprise. Points 10–12: additionally the owners of streets in built-up areas; for height >4.5 m — the urban electric transport, power network, communications and bridge services; for width >5 m, length >26 m, height >4.5 m and weight >52 t on a route across railway crossings — the railway track division or the owner of the crossing (notification at least 24 h before crossing the tracks). In the text of the acts the word „Укравтодор” has been replaced by „Агентство відновлення” (Resolution No. 457 of 09.05.2023). [Z1]

Point 22.5 of the ПДР — values for roads of national importance; lower for local roads (combination weight 24 t, single axle 7 t). Height of container carriers on routes set by the Restoration Agency, Ukrtransbezpeka and the Police: 4.35 m; rigid goods vehicle 12 m; rear load overhang 2 m. Weight: 2-axle tractor unit + 2-axle semi-trailer 36 t; other combinations 40 t; container carriers (containers/bodies up to 13.716 m) 42 t (2-axle tractor unit + 3-axle semi-trailer) or 44 t (3-axle tractor unit); 4-axle vehicle 32 t (38 t with two steered axles and twin wheels on the drive axles). Double axles 11.5–23 t, triple axles 21–24 t depending on spacing. No separate value for the drive axle. Point 4 of the Правил: tolerance of +2% on weight parameters without a permit or fee. Point 5 of the Правил: vehicles up to and including 40 t (if not oversize) and container carriers up to 46 t and 4.35 m on designated routes travel without a permit. Processing time
The authorised National Police unit decides to issue or refuse the permit within three days (point 34 of the Правил; the act does not specify whether working days). Application for route approval to the Restoration Agency enterprises — no later than 3 days before the trip (point 32 of the Порядку, Z3). [Z1]

Escort
Private escort vehicle
The need for a pilot vehicle (автомобіль прикриття) or a police car is determined by the National Police when issuing the permit (point 26). A pilot car is mandatory when the width of a 'special-purpose' oversize vehicle exceeds 3.5 m or its length exceeds 24 m (point 27); equipment: orange flashing light and the sign „Об’їзд перешкоди з лівого боку”. Police escort
A National Police car is mandatory for width >3.75 m or length >30 m, or when the vehicle even partly occupies the opposite traffic lane (point 28). [Z1]
Required documents
- Application (заява): make, model, registration number, planned dates and number of trips, route, dimensions (height, width, length) and weights (gross weight, axle loads), information on the load, name, address and telephone number of the carrier, full name of the person responsible for the transport [Z1]
- Copies of approval documents from the owners of the road and street network, railway crossings, bridge structures, urban electric transport, power networks, electrification and communications [Z1]
- Document confirming payment of the fee for issuing the permit [Z1]
- For route approval (Restoration Agency): application stating the nature and category of the load, weight, axle loads, dimensions, technical characteristics of the vehicle, date and route; travel charge paid before the approval is issued [Z3]
Traffic restrictions
Travel during the period of lowest traffic; by day with dipped headlights and the orange flashing light on (point 29). No driving in fog, black ice, snowstorms or poor visibility, no driving on the hard shoulder, and no overtaking of vehicles travelling at ≥30 km/h (point 15). Speed may be limited in the permit (point 30). A permit is not issued, or ceases to be valid, in case of increased danger or risk of congestion (point 8). At temperatures above +28°C, daytime driving of vehicles with weight >24 t and axle load 7 t may be restricted or banned (point 35 of the Порядку, Z3); seasonal restrictions announced by the Restoration Agency are possible. Martial law: the acts provide exemptions from point 22.5 for defence transports by decision of the military command and for eliminating the consequences of emergencies at critical infrastructure facilities (Z2); the sources read give no other wartime restrictions for oversize/overweight transports.
