Issuing authority
Competence depends on the extent of the movement, not the road category: movement within one municipality only (regardless of roads) → the municipality; more than one municipality → Trafikverket (statlig väghållningsmyndighet in the starting region) (13 kap. 3 § point 11 TrF). Trafikverket consults the municipalities on the route (remiss / förenklat samråd). On private roads (enskilda vägar) the limits are set by the road owner. The values shown are the lowest for a typical 5-axle combination; higher conditional limits are given only in these notes. Parameters are assessed independently, and the Swedish exemptions for indivisible loads apply only when a single parameter is exceeded — therefore the general limits are shown. General limits (4 kap. TrF, Z8): width 2.60 m (§ 15), length 24.0 m (§ 17; 25.25 m when the conditions are met; 34.5 m only on designated roads § 17 f). Indivisible load without a dispensation (Z9, Z7): ONLY width exceeded up to 3.50 m (TSFS 2023:36; > 3.10 m requires a varningsbil) or ONLY length exceeded up to 30.0 m (TSFS 2023:37). If two parameters are exceeded at once (width > 2.60 m + length/weight, or length > 24.0 m + width/weight), a dispensation is required from the general limits of 2.60 m / 24.0 m (Z9: „Detsamma gäller transporter som är bredare än 260 centimeter om den även medför längd- eller viktöverskridande”). Any exceedance of weights/axle loads requires a dispensation. Weight shown = 40.00 t: 4 kap. 14 § point 3 TrF — fem- eller sexaxligt fordonståg in international traffic on BK1 and BK4 roads (vehicles „huvudsakligen i internationell trafik”), a permitted value also where bilaga 1/4 would give less; 40 t applies ONLY on BK1 and BK4 roads (4 kap. 14 § TrF: „får föras på vägar med bärighetsklass 1 och 4 även om de bruttovikter som anges i 12 § första stycket 4 och bilaga 1 eller 4 överskrids”) — on BK2 and BK3 roads this exception does not apply, the weight follows from bilaga 2/3 TrF (bruttovikt table by the distance between the first and last axle) and may be lower than 40 t; check the bearing capacity class (BK) of every section of the route; in domestic traffic the weight depends on the bearing capacity class of the road and the distance between the outermost axles (bilagor 1–4 TrF) — on BK1 up to 64 t (spacing ≥ 20.2 m), on BK4 up to 74 t, on BK2/BK3 lower; 44 t (§ 14 point 4) only for a 3-axle vehicle with a 2/3-axle semi-trailer carrying a 40-foot ISO container. Axle loads BK1: non-driven axle 10 t, drive axle 11.5 t (§ 12). Height: a dispensation in Sweden covers only weight, width and length (13 kap. 3 § TrF → 4 kap. 12, 15, 17 §§); no general height limit was found in the sources — for transports higher than 4.5 m the route must be checked and documented in a färdvägsintyg. Processing time
No fixed time limit. Queue by date of receipt (diariedatum), taking the transport date into account: cases with a transport date 3 days ahead (FAV) or 5 days ahead (others) are processed. Decision usually 1 to a few days before the transport (road conditions may change). Large weights and escorts (width > 4.50 m, length > 35 m) lengthen the time. XXL segment (e.g. load 150–200 t) — Trafikverket recommends applying 12 months before the transport. Priority possible (breakdown, return transport). [Z4]

Escort
Private escort vehicle
Warning vehicle (varningsbil — car or truck up to 4.5 t, driver with category C1 or C licence, no trailer): width 3.11–4.50 m or length 30.01–35.0 m; at width > 3.10 m and length > 30 m at the same time — two vehicles. The varningsbil driver may not direct traffic. Without a dispensation (TSFS 2023:36) a varningsbil is required from a load width > 3.10 m. Width > 4.50 m or length > 35 m: escort by private escorts authorised by the police (vägtransportledare, min. 2 persons and 2 vehicles); the applicant books them in advance (list on polisen.se). An escort is also required for crossing bridges in the middle of the carriageway (bromitt). [Z5]
Police escort
The police may replace vägtransportledare on escorts (width > 4.50 m, length > 35 m, closing traffic on bridges); Trafikverket may also impose an escort in other situations. [Z5]

Traffic restrictions
No general day/hour bans for dispensations were found in the sources; the conditions (including time conditions) are set by each decision. Driving is not allowed when weight/axle loads on the route are restricted by signs C20/C21/C24/C46 (e.g. due to frost damage); bridge conditions apply (own lane at reduced speed, or the middle of the carriageway with traffic closed).
