Issuing authority
The authority depends on the territory: DGT for the AP-68 in Navarre and for the other roads outside the Basque Country, Navarre and Catalonia; Gobierno Vasco for the Basque Country; Gobierno de Navarra for Navarre (except the AP-68); Servei Català de Trànsit for Catalonia; municipalities for streets in towns. ACCs issued by the DGT after 1.05.2024 are not valid on roads in Catalonia. An ACC requires a favourable opinion from the road authorities along the route. Office: Área de autorizaciones especiales de circulación DGT, calle Josefa Valcárcel 44, 28071 Madrid; TRAZA support: [email protected]. [Z1]
Application channel
TRAZA (DGT application for special authorisations — module 'Autorizaciones complementarias / Euromodulares'); journey notifications via the DGT to the Guardia Civil (ATGC) [Z1]
Login / access: User name and password for TRAZA ('Online — Usuario y contraseña — TRAZA'), granted on request (form 'Solicitud de acceso a la aplicación TRAZA'); in the form the application users give their NIF/NIE. How a person without a NIF/NIE obtains access was not verified.
Thresholds above which a permit is needed
Values for a typical combination: tractor unit with semi-trailer or rigid vehicle with trailer, 5 axles, standard width.
| Width | 2.55 m [Z4] |
|---|---|
| Height | 4.00 m [Z4] |
| Length, tractor unit + semi-trailer | 16.50 m [Z4] |
| Length, rigid vehicle + trailer | 18.75 m [Z4] |
| Gross combination weight (5 axles) | 42.00 t [Z4] |
| Single axle load | 10.00 t [Z4] |
| Drive axle load | 12.00 t [Z4] |
Values for a typical 5-axle combination (lowest value in the regulation); higher conditional limits only in these notes. An ACC is needed above the limits of anexo IX RGV (Z1, Z4). Width 2.55 m (2.60 m for insulated bodies). Height 4.00 m (4.50 m, among others, for vehicle transporters and intermodal containers). Length: motor vehicle and trailer 12.00 m; articulated vehicle 16.50 m; combination with a trailer 18.75 m; long elements (bars, beams, pipes) may project 1.50 m beyond the limit. Weight in the table = 42.00 t: 5-axle tren de carretera, 2-axle vehicle + 3-axle trailer (anexo IX, Z4) — the lowest value for a 5-axle combination; higher: vehículo articulado ≥ 5 axles (2+3 and 3+2) 44 t, tren de carretera 3+2/3+3 44 t (from 23.10.2025, Orden PJC/780/2025); +2 t in intermodal transport, +1/+2 t for alternative-fuel/zero-emission drive. Axle loads: single non-driven axle 10 t, drive axle 12 t (from 23.10.2025); semi-trailer tandem 11–20 t depending on spacing. The thresholds for domestic and international traffic are the same. A genérica-category ACC covers transports up to 20.55 × 3.00 × 4.50 m and 45 t (Z1). [Z4]
Permit types
| Permit | Scope | Validity | Limits |
|---|---|---|---|
| ACC — general category (genérica) Autorización Complementaria de Circulación — genérica |
Periodic (time-limited) | 48 months when it covers route networks only (red genérica / red titular de la vía); 12 months when it covers specific road sections | Group 1 (VERTE) and 3: up to 20.55 × 3.00 × 4.50 m, 45 t, axle loads according to anexo IX RGV; max. speed 70 km/h [Z2] |
| ACC — specific category (específica) Autorización Complementaria de Circulación — específica |
Periodic (time-limited) | Usually 12 months (or less if the binding opinion of the road authority has a shorter term); 48 months for ACCs covering networks only | Above the general category, max. 40 × 5 × 4.70 m and 110 t (MITMA network table: up to 100 t, variable axle loads); max. speed 60 km/h; every journey must be notified [Z1] |
| ACC — exceptional category (excepcional) Autorización Complementaria de Circulación — excepcional |
Periodic (time-limited) | Usually 12 months, unless the road authority's opinion shortens the term | Over 40 m length, 5 m width, 4.70 m height or 110 t; continuous and as direct as possible route; speed according to the permit, max. 60 km/h; night driving only if the permit allows it [Z1] |
Processing time
Maximum time limit for deciding and notifying the decision: 3 months from submission of the application. The time for opinions of the road authorities (who also have max. 3 months) and the time for completing the application are not counted. The vehicle may not set off before receiving the ACC. The official sources do not give a typical time in working days. [Z1]
Fees
| Fee | Amount |
|---|---|
| Fee for an ACC application (tasa 1.3), bought before submitting the application; the 12-digit fee number is entered in the application | 132.72 EUR [Z1] |
| Duplicate of the permit (tasa 4.4) — only for natural persons applying in person; with TRAZA the permit can be downloaded without a limit on copies | 20.81 EUR [Z1] |
Escort
Private escort vehicle
Escort vehicles (vehículos piloto) for group 1 (VERTE) depending on length, width, speed and road type: e.g. L ≤ 20.55 and A ≤ 3 at V < half the general speed — 1 escort vehicle behind; 20.55 < L ≤ 40 and/or 3 < A ≤ 5 — 1 escort vehicle (behind on motorways, in front on conventional roads; at low speed 2 on conventional roads); 40 < L ≤ 55 — 1 behind / 2 on conventional roads; L > 65 — 2 escort vehicles and Guardia Civil. On routes approved by the DGT, the police escort may be replaced by the 'auto-escolta' mode (2–3 escort vehicles; requires a feasibility study). The escort and the driver must have radio and telephone contact in a common language (anexo III RGC). [Z3]
Police escort
Escort by traffic agents (Guardia Civil ATGC or regional police) is mandatory at a width > 5 m (anexo III point 8 RGC) and in the cases in the DGT tables (e.g. 55 < L ≤ 65 on conventional roads, L > 65). The request for an escort or auto-escolta at least 72 h before the journey. Notification of the journey for a specific and exceptional ACC at least 24 h in advance to the ATGC of the province of departure (in the Basque Country / Catalonia / Navarre to the regional police) and to the road authorities; departure only after receiving the code (localizador) or after the time limit has passed without a reply. [Z3]
Required documents
- Application in TRAZA: applicant details (name, identification number, tax address), vehicles (registration, make, VIN, weights, dimensions, full axle characteristics, kingpin / drawbar, rear overhang), combination, load (type, description, name of the item, weights and dimensions), route (provinces, roads, sections) and the payment number of tasa 1.3 [Z1]
- Foreign vehicles: copy of the official technical document of the country of registration (equivalent of the ITV card) with the required data (axles, axle weights, dimensions, suspension, etc.); if the document does not contain the data — a technical certificate certified by an association of engineers or the manufacturer's original data sheet [Z1]
- Official translation into Spanish of all foreign-language documents by a sworn translator (Traductor-Intérprete Jurado MAEC); the originals are submitted physically at a JPT or by post to the DGT in Madrid (an electronic copy is not sufficient) [Z1]
- International transport, when the applicant is not entered in the Spanish register of hauliers: copy of the Community licence (or a bilateral / CEMT permit) with a sworn translation [Z1]
- Feasibility and safety study (estudio de viabilidad), signed by an authorised technician and certified by the professional association — when the weight is > 300 t, the load consists of several items (conjunto de elementos singulares), in auto-escolta mode or with a load overhang > 3 m [Z1]
- Vehicle rental agreement — when the applicant rents the vehicle from a rental company without a driver [Z1]
- In the vehicle: the ACC (printout of the electronically signed permit) and a sketch of the combination with axles, axle loads and dimensions (for combinations in special transport) [Z2]
Traffic restrictions
General and specific-category ACCs allow driving by day and by night; exceptional category — between sunset and sunrise only if the permit allows it (anexo III point 5 RGC). Max. speed: general 70 km/h, specific 60 km/h, exceptional according to the permit ≤ 60 km/h. In adverse conditions or with visibility < 150 m the vehicle must leave the carriageway. Minimum distance of 50 m from the vehicle in front. Each year the DGT sets traffic restrictions for periods of heavy traffic (TRAZA has a separate module for permits to drive during restriction periods) — the text of this year's resolution was not read.
