Issuing authority

Art. 39 para. 6–7 ZCes-2: for routes on state roads (or state and municipal roads) the permit is issued by the direkcija; where the route includes a municipal road, prior consent of its manager is required, issued within 3 days and sent electronically to the direkcija (no reply = consent). Municipal-only routes — the municipal road manager. The authority notifies the police, road managers, the municipal warden service and the traffic information centre. eUprava names Ministrstvo za infrastrukturo in energetiko as the competent authority. Appeal within 15 days, without suspensive effect. [Z5]

Application channel

Written or electronic application signed with a qualified electronic signature; the form is set by the direkcija (Art. 8 of the pravilnik) [Z3]

Login / access: No e-application portal was identified in the sources read; the regulation allows an electronic application with a qualified signature (without naming a system).

Thresholds above which a permit is needed

Values for a typical combination: tractor unit with semi-trailer or rigid vehicle with trailer, 5 axles, standard width.

Izredni prevoz = a vehicle/combination, alone or with an indivisible load, exceeding the gross weight, axle loads or dimensions (width, length, height) permitted by regulations, or the restrictions set by signs on a given road (Art. 39 para. 1 ZCes-2). The regulation setting numerical weight and dimension limits in Slovenia was not read — the values are not confirmed. Permit category I covers transports up to 44 t, 3 m width, 4.2 m height and length exceedance up to 25% (Art. 4 of the pravilnik). [Z5]

Permit types

PermitScopeValidityLimits
Single-transport permit
Dovoljenje za izredni prevoz (posamični izredni prevoz)

Periodic permit
Dovoljenje za izredne prevoze za obdobje od enega do dvanajst mesecev
Periodic (time-limited) From 1 to 12 months Cat. I — all public roads (excluding roads/structures with a ban or restriction by signs); cat. II — one or more routes; cat. II, Art. 4) — a periodic permit only where the vehicle alone or with its load does not exceed 44 t, 4.5 m height, 25 m length, 4.5 m width or the permitted axle loads (Art. 13(2)); cat. IV; cat. V — where ≤ 60 t and axle loads within limits [Z3]
Transport categories (basis for conditions)
Kategorije izrednih prevozov I–V

Processing time

According to the eUprava FAQ (2015): usually up to 5 days for simpler transports, up to 30 days for complex ones (the days are not specified as working days). Municipalities have 3 days to give consent (Art. 39 para. 6 ZCes-2). [Z2]

Escort

Private escort vehicle

Art. 17 of the pravilnik: motorways and expressways (≥ 2 lanes in one direction): width > 3.0–3.5 m — 1 simple escort (enostavno spremstvo); > 3.5–4.5 m — 1 complex escort (zahtevno spremstvo); > 4.5 m — min. 2 complex. Other roads: > 3.0–3.5 m — 1 simple; > 3.5–4.0 m — 1 simple + 1 complex; > 4.0–4.5 m — 2 complex; > 4.5 m — min. 2 complex (police participation possible). An escort is also mandatory when the transport exceeds the lane width, enters another lane on bends or requires a short stop of traffic. Escort vehicles ≤ 3.5 t, yellow flashing light, 'IZREDNI PREVOZ' sign; complex escort — additionally a length/height gauge and an illuminated sign of min. 1000 × 700 mm with variable symbols (Art. 18–20, wording 110/09). Escorting is carried out by trained spremljevalci izrednega prevoza; radio communication is mandatory. [Z3]

Police escort

Police participation is set in the permit; the authority must first obtain the written consent of the General Police Directorate specifying the scope and manner of protection (Art. 17 para. 3). The costs of the police escort are borne by the permit holder. [Z3]

Required documents

  • Application: applicant details (natural or legal person), vehicles (registration numbers; for vehicles not registered in SI — a copy of the registration certificate and the certificate of conformity or another document confirming the vehicle's fitness and country of registration), route and other data according to the direkcija form [Z3]
  • Cat. II and III: sketch of the vehicle with the load arrangement (top view, front view, cross-section, dimensions and weight); where axle loads are exceeded — axle loads and axle spacings [Z3]
  • Cat. III (weight/dimensions) and cat. II with short traffic stops: transport plan (route, parking areas, method of traffic control) [Z3]
  • Weight > 60 t or exceeding the load capacity of structures: stability assessment of bridge structures (not older than 1 year for the same route) [Z3]
  • Foreign applicant: declaration appointing a transport organiser (Art. 15), when regulations require an escort [Z3]
  • Cat. II and III: the transport organiser named in the application [Z3]

Traffic restrictions

Cat. III transports — unless the permit provides otherwise — are carried out between 20:00 and 5:00 (Art. 23 of the pravilnik); the permit may require travel at low-traffic times. Cat. III — obligation to report the start of the transport to the authority; the authority may require notification at least 8 h in advance and an inspection before departure (Art. 11). If weather/road conditions deteriorate, the transport must be interrupted (Art. 21). General truck traffic bans (Odredba o omejitvi prometa) — not read. [Z3]
