Issuing authority
Territorial competence by route: the okresný úrad, if the route does not leave its district; the okresný úrad at the seat of the region, if the route crosses more than one district; if the route crosses the boundary of a region — the OÚ at the seat of the region where the transport starts. Routes are set/assessed by Slovenská správa ciest (SSC): up to 40 t without route setting and without road administrators' opinions; 40–60 t and width/height up to 4.50 m — route set by the applicant in the TRASY application and assessed by SSC; > 60 t or width/height > 4.50 m — route set by SSC. The authority agrees the transport with the police traffic inspectorate. Legal basis: § 8 of zákon č. 135/1961 Zb. (cestný zákon). [Z1]

JISCD — Jednotný informačný systém v cestnej doprave (e-application 'Žiadosť o povolenie nadmernej a nadrozmernej cestnej dopravy'); routes: IS MCS / TRASY application (SSC) [Z1]
Login / access: Access to JISCD via eID (Slovak ID card with chip) and submission of the application with a qualified electronic signature; attachments in electronic form. Electronic application = fee 50% lower (by max. 70 EUR). Access method for entities without a Slovak eID — not confirmed in the sources.

Exceeding § 4 (dimensions) = nadrozmerná doprava, exceeding § 5 (weights) = nadmerná doprava; both only with a permit for special use (§ 6 para. 1 vyhl. 134/2018). Processing time
Up to 40 t, length up to 22 m, height and width up to 4.5 m — the authority decides without delay; in other cases within 30 days of the start of proceedings, in complex cases up to 60 days (TP 103 under the správny poriadok). Road administrators give their opinions within 10 working days of a complete application (for > 60 t and repeated transports the applicant attaches the opinions). [Z4]

Escort
Private escort vehicle
Minimum under § 6 para. 3 vyhl. 134/2018 (the authority may impose more): width > 3.00–3.50 m: 1 pilot vehicle; > 3.50–4.20 m: 2; > 4.20–5.00 m: 3; > 5.00 m: 3 + police. Height > 4.50–4.70 m: 1; > 4.70–5.00 m: 2; > 5.00 m: 3. Length > 23.00–30.00 m: 1; > 30.00–40.00 m: 2; > 40.00 m: 2 + police. Weight > 60–120 t: 1; > 120 t: 2. Under TP 103 the highest value is taken (not added up), in a convoy +1 vehicle; pilot vehicle with an orange warning light (vlastný or špeciálny sprievod). [Z2]
Police escort
A Policajný zbor vehicle is mandatory for width > 5.00 m or length > 40.00 m (§ 6 para. 3 vyhl. 134/2018); TP 103 also lists weight > 120 t (2 pilot vehicles + police) and gives the authority the right to order a police escort. The carrier concludes an agreement with Policajný zbor SR for the escort (charged). [Z2]
Required documents
- Application (template: prĂlohy 4a/4b TP 103): details of the applicant and — if different — of the carrier (name, registered office, IÄŚO, contact, responsible person); period and type (jednotlivá/opakovaná); type and weight of the load; declaration that the load is indivisible [Z4]
- Carrier's power of attorney for the applicant to represent it in the issue and collection of the permit — in Slovak (template: prĂloha 2 TP 103) [Z4]
- Vehicles: category, type, registration number, weights; length/width/height/weight with load (with and without pusher vehicle), spacings and loads of all axles, max. speed; justification of axle loads > 10/11.5 t [Z4]
- Registration certificates (osvedčenie o evidencii), or a COC or manufacturer's declaration of parameters — when width/height > 4.50 m or weight > 40 t [Z4]
- Outline drawing of the vehicle/combination (or photo) with dimensions, axle spacings and load position (template: prĂloha 3 TP 103) — for width/height > 4.50 m or weight > 60 t [Z4]
- Route plan (TRASY application) and route assessment by SSC; for > 60 t and repeated transports — opinions of road administrators; static assessment of bridges when the exceptional load capacity is exceeded [Z4]
- Carrier authorisation: EU carrier — Community licence; non-EU carrier — CEMT permit or single-journey permit; domestic carrier — decision on admission to the occupation [Z4]
Traffic restrictions
Model permit conditions (TP 103): for width > 3.75 m, travel on motorways and expressways 20:00–5:30 (in Bratislava 22:00–5:30); in Bratislava off motorways, for width > 3.75 m, height > 4.5 m, length > 26 m or weight > 120 t, only 22:00–5:00; for width > 3.5 m, height > 4.7 m, length > 26 m or weight > 120 t — outside peak traffic; Branisko tunnel (D1, width > 3.00 m) and Horelica/Svrčinovec/Poľana tunnels (D3, width > 3.5 m) at night as the only vehicle; for weight > 120 t or width/height > 4.5 m, the date must be notified to the authority and road administrators at least 2 days before the trip.
