Issuing authority

Čl. 17 and 54 of Zakon o putevima: the permit is issued by the public road manager (javne ovlašćenje). Municipal roads/streets — the competent local manager (details of local procedures: not confirmed). Where a police escort is required, the permit is issued after obtaining the consent of the Ministry of the Interior (čl. 56 para. 3). Appeal to the Ministry within 15 days (čl. 17). [Z2]

Thresholds above which a permit is needed

Values for a typical combination: tractor unit with semi-trailer or rigid vehicle with trailer, 5 axles, standard width.

Vanredni prevoz = exceeding the prescribed axle loads, gross weight, width, length or height (čl. 54 Zakona o putevima). Permitted values from the Pravilnik o podeli motornih i priključnih vozila: width 2.55 m (2.60 m for insulated bodies >45 mm), height 4.0 m, length of tractor unit + semi-trailer 16.50 m, motor vehicle + trailer 18.75 m, combination for carrying containers/vehicles 21.00 m, gross weight 40 t (with exceptions in čl. 21), single non-drive axle 10 t, drive axle 11.5 t (čl. 17–22). The sources do not distinguish thresholds for domestic and international traffic. [Z7]

Processing time

The road manager decides on an application for an abnormal-load permit within 8 working days of submission (čl. 17 para. 4 point 2). For transports with a police escort, the manager forwards the request for consent to the Ministry of the Interior at least 48 h before the journey (96 h for a journey on a Monday). [Z2]

Escort

Private escort vehicle

No escort if the following are not exceeded: width 3 m; length 25 m (motorway) / 21 m (other roads); height 4.3 m; weight 80 t (motorway) / 60 t (other roads) (čl. 8). One pilot vehicle: motorway — width 3–4 m, length 25–30 m, height 4.3–4.5 m, weight 80–100 t; other roads — width 3–3.5 m, length 21–25 m, height 4.3–4.5 m, weight 60–80 t (čl. 9). The pilot vehicle drives behind the transport on motorways and in front of it on other roads (čl. 10). The pilot vehicle must be registered in Serbia (čl. 2), and its driver must know the route and critical points (Pravilnik o uslovima čl. 4; declaration Z9). [Z3]

Police escort

Pilot vehicle + 1 Ministry of the Interior vehicle: width 4–5 m (motorway) / 3.5–5 m (other roads) or wider than the traffic lane; length from 30 m (motorway) / from 25 m (other roads); weight 100–120 t (state roads) / 80–120 t (municipal roads). Pilot vehicle + 2 Ministry of the Interior vehicles: width 5–7 m or weight 120–200 t. More Ministry of the Interior vehicles: width >7 m, weight >200 t, height >4.5 m where the terrain requires it (čl. 11). The applicant notifies the Police Directorate (Policijska uprava) in writing at least 24 h before departure (72 h for a Monday; for Sat./Sun./Mon. by Friday 15:00) (čl. 12). The costs of the police escort are borne by the carrier (Zakon o putevima čl. 59). [Z3]

• Application on the Putevi Srbije form: load (name, dimensions, weight), vehicle/combination (make, registration, payload, axles, axle spacings, axle loads, wheels, suspension, dimensions, weight), dimensions and axle loads of the whole with the load, route with border crossings and road numbers, planned date, details of the vehicle owner/user and of the applicant, signature [Z4]
• Sketch of the vehicle with the load in two views with dimensions, axle loads and axle spacings [Z4]
• Copies of registration certificates (for domestic vehicles — card reader printout), copy/photo of the registration sticker or the insurance policy [Z5]
• Carrier's declaration on the accuracy of the data and the indivisibility of the load (Izjava 2) [Z9]
• Declaration that the pilot vehicle driver knows the route, critical points and restrictions (Izjava) — where an escort is required [Z5]
• On request: confirmation from the manufacturer or the client of the load dimensions and weight, with a technical drawing [Z5]
• Consent to additional control weighing (Saglasnost o dodatnom, kontrolnom merenju) — applies, among others, to transports from abroad with combinations of 5+ axles [Z8]
• Proof of payment of the administrative fee of 1170 RSD (written application) [Z5]

Traffic restrictions

Abnormal transports are prohibited on Fridays 15:00–24:00, all day on Sundays, on the day before a public holiday and on the last day of the holiday (čl. 4). Max. 3 vehicles in a convoy on category I state roads, 2 on other roads (čl. 5). Vehicle with a yellow flashing light front/rear, signs „ванредни превоз” (min. 60×15 cm; on the pilot vehicle 25×10 cm), radio communication with the pilot vehicle (čl. 14–15). [Z3]
