Issuing authority
Competences within CNAIR: SDN up to height 4.2 m, width 3.2 m, length 25.0 m, weight ≤60 t; DRDP up to height 5.0 m, width 5.0 m, length 40.0 m, weight ≤100 t; CNAIR SA — any values. An AST from CNAIR does NOT apply on DN sections within municipalities/county seats, or on county and communal roads — a separate AST from the road manager is required there. [Z1]

The thresholds are in Annexes no. 2 and 3 to OG 43/1997 (republished) — the PDF on the CNAIR website is a scan without a text layer; the values are not confirmed. In addition, Ordin MTI 1191/2023 sets lists of national roads with permitted weights (not read). Z1 gives the AST conditions for a DIVISIBLE load: gross weight ≤ +25% of the permitted value and max 50.0 t, length ≤ +3.0 m over the permitted value, width ≤ 3.2 m, height ≤ 4.0 m. [Z1]

Processing time
The tariff distinguishes a normal mode (issue later than 2 working days after the application is registered at the CNAIR unit) and an urgent mode (in less than 2 working days, issue fee x1.5). In eAST the AST is issued after the payment is posted; payment by 24:00 on the day before the first day of validity. The statutory maximum time limit was not read. [Z4]

Only specialised operators, vehicles and personnel authorised/certified by CNAIR and ARR. 1 vehicle: width 3.2–4.5 m, length 25.0–30.0 m (on the motorway at the rear); 2 vehicles: width >4.5 m, length >30.0 m, height >4.5 m (on the motorway), weight >80.0 t (on the motorway); convoy (max 3 vehicles, ≤200 m) — a vehicle in front of and behind each vehicle. - Transport project or route study — where the route has restrictions lower than the vehicle weight/dimensions (prepared by a designer authorised for roads and bridges) [Z1]
- In eAST: vehicle documents (PNG/JPG/PDF files); for account activation — proof of transport activity (licence/copia conformă) or an escort operator authorisation [Z2]
Traffic restrictions
Vehicles with an AST may not travel on Saturdays, Sundays, days before holidays and on holidays between 6:00–22:00 (unless the AST provides otherwise); ban when visibility is <100 m, in black ice/snow and under yellow/orange/red weather warnings; bridges where the weight is exceeded: max 10 km/h, right lane, no stopping; level crossings — consent of the railway manager, among others, for height >4.0 m (electrified lines) and length >30.0 m.
