Issuing authority
On roads of national significance (valstybinės reikšmės keliai) consent (sutikimas) is issued by AB „Via Lietuva” under Kelių įstatymas Art. 20 and the procedure description approved by order of the Minister of Transport and Communications of 23.04.2012 Nr. 3-289. On local roads (vietinės reikšmės viešieji keliai) consents are issued by municipalities (savivaldybės) under their own rules. Railway crossings (width > 5 m or height > 4.5 m) — consent of AB „LTG Infra” at least 24 h in advance; power line zones (height > 4.5 m) — agreement with the network operator; border crossings without a customs post — agreement with the customs office and Pasienio kontrolės punktų direkcija. Login / access: Two methods: (1) el. valdžios vartai (epaslaugos.lt) — only as a natural person, requires Lithuanian means of identification; (2) e-mail + password account created by the user ('Sukurti naują paskyrą': e-mail, full name or company name, password) — without eID, login credentials may be shared within the company. Applications, payments and consents only in the registered user's account. A legal entity's account may be used by the manager or an authorised person (a power of attorney is required).

Consent is required when any parameter (with or without load) exceeds the maximum values in order Nr. 3-66 (tractors and self-propelled machines — order of the Minister of Agriculture Nr. 3D-373). Width 2.60 m for insulated (isothermal) vehicles; length of a single vehicle and trailer 12.00 m; combination with semi-trailer in an intermodal operation 16.65 m; car transporter with trailer 20.75 m. Weight 40.00 t for 2+3, 3+2, 3+3 and > 5-axle combinations (+1 t alternative fuels, +2 t zero-emission); intermodal: 42.00 t (2+3), 44.00 t (3+2, 3+3). Processing time
Consent is issued no later than within 3 working days from the day of receipt of the application and all required documents/data. Confirmation of receipt of the application — the next working day; notice of deficiencies — within 2 working days; notice of the fee amount — the next working day; issue of consent — the next working day after receipt of payment details. With weight > 100 t or width > 4.50 m / length > 30.00 m, prior surveys of the route/structures are required (before submitting the application). [Z1]

Required under Kelių įstatymas: ≥ 1 car with orange flashing lights switched on at a width of 3.56–4.00 m; ≥ 2 cars (front and rear) at a width > 4.00 m and/or a length ≥ 24.00 m. No other requirements for the escort vehicle were established. [Z1]

- Vehicle registration certificate — for a tractor/self-propelled machine registered outside Lithuania [Z5]
- Power of attorney of the person acting on behalf of a legal entity (requirement of the portal rules) [Z4]
- Survey of structures on the route (statinių tyrimas) at weight > 100.00 t and route clearance survey (maršruto gabaritų tyrimas) at width > 4.50 m or length > 30.00 m — sent by e-mail to Via Lietuva before submitting the application; under the exception of Art. 20 para. 22, additionally a route analysis by an accredited laboratory and an agreement with Via Lietuva on road repair [Z1]

Traffic restrictions
With monthly/annual consents, travel is allowed only on state roads without temporary restrictions/closures, and restrictions published at www.eismoinfo.lt must be observed; for VNK the system shows restrictions on the route (in red) — a route with such a restriction may not be approved. General day/hour bans for abnormal transport were not confirmed in open sources. [Z1]
