Issuing authority
LVC receives the application, assesses it and issues the permit (MK 343 point 12–13, 21). Where the road is not a state road, the application states the agreement of the road owner (point 12.6); for parameters >4.5 m height/3.49 m width/22 m length/52 t, LVC agrees the route with the road/street owner (tacit agreement after 8 working hours), and also with traction, railway and overhead line operators (point 13.3). Appeals against the decision — to the Ministry of Transport (Satiksmes ministrija), point 14. Separate permits for travel in the zone of signs 312/313 are issued by LVC regional branches (a separate service). [Z1]

Login / access: The application form is available without login and without a national eID (status of the form as of 2026-10-04): the carrier's details and, separately, the applicant/payer details, e-mail and telephone are entered; communication and invoice by e-mail; payment by card, via the latvija.lv module or by bank transfer.

A permit is required when any dimension, actual weight or axle load exceeds the values in 2. pielikums CSN (MK 279), point 194 CSN and point 2–3 MK 343. Width 2.60 m for insulated (isothermal) bodies; length of a single motor vehicle and trailer 12.00 m. The weight of 40.00 t applies, among others, to a 2/3-axle tractor unit + 3/2/3-axle semi-trailer combination and to a combination with a trailer (2+3, 3+2 and more axles); 42.00/44.00 t only in intermodal transport with containers up to 45 feet to the nearest terminal in Latvia; +1/+2 t for alternative-fuel/zero-emission powertrains. Processing time
Decision within 3 working days of receipt of the application if no additional route survey is needed; if a route survey or third-party agreements are needed — 3 working days from receipt of their results (MK 343 point 13). After assessment the applicant receives an invoice by e-mail; the permit is issued after payment is confirmed. [Z2]

Escort
Private escort vehicle
At a width of 3.50–5.00 m or a length of 30–40 m (and also when the entire opposite lane is occupied or additional traffic control measures are needed) an escort vehicle and notification of Valsts policija are required (point 42). Escort vehicle: passenger car with ≥ 2 orange beacons (360°), 27 MHz radio, variable message sign on the roof (not required at width 3.5–4.0 m and length ≤ 30 m), reflective marking, loudspeaker, 3–5 traffic cones, tape ≥ 50 m (point 43, 43.1). With several vehicles — at least 2 escort vehicles (point 45). The escort vehicle is provided by the carrier (point 46). [Z2]
Police escort
At a width > 5.00 m or a length > 40.00 m the escort vehicle must be a Valsts policija patrol car (point 43.2); police participation in other cases is decided by an authorised police officer (point 47); charged according to the police price list (point 48). [Z2]

- Application in the va.lvceli.lv system (atļaujas pieteikums): name and registration number of the carrier or the name of the person authorised by the carrier, address, e-mail, telephone (MK 343 point 12.1) [Z2]
- Parameters of the vehicle/combination with load: length, width, height from the road surface, axle loads, axle spacings, gross weight; make and registration number (point 12.2–12.3) [Z2]
- Proposed route (single-trip permit) or planned road network (periodic) and time of transport (point 12.4–12.5) [Z2]
- Agreement of the road owner if the road is not a state road (point 12.6) [Z2]
- CSDD certificate for a specialised combination (only permits under point 36 — divisible load up to 52 t) [Z2]
- Proof of bank transfer (if paying by transfer) submitted in the system [Z5]
Traffic restrictions
With multiple/periodic permits, restrictions on state roads published at https://lvceli.lv/smagsvari (updated daily by 17:00) must be observed (MK 343 point 38.3). Before transport starts, LVC may change the route or cancel the permit in the event of a significant change in weather or traffic conditions (point 18). General day/hour bans for abnormal transport were not confirmed in open sources. [Z2]
