Issuing authority
Art. 10 para. 6 CdS: the permit is issued by the road authority/concessionaire for motorways, state roads and military roads, and by the regions for the rest of the network (regions may delegate to provinces — Art. 14 para. 1 DPR 495/92). Anas issues permits through its Strutture Territoriali ('monocompartimentale' permit or 'pluricompartimentale' permit with nulla osta from other structures). Sections in town centres > 10 000 inhabitants are excluded from the Anas permit — the consent of the municipality is required (prescription 19). Since 1.01.2024 motorways A24 and A25 are handled by Strada dei Parchi S.p.A. via the TEONLINE portal. The systems of the other motorway concessionaires and of the regions have not been verified. Login / access: Registration in TEWEB ('Richiesta di registrazione' procedure), after which an ID and password are sent by e-mail; login with ID + password. Foreign companies register with documents translated into Italian (sworn translation, apostille).

Values for a typical 5-axle combination (lowest value in the regulation); higher conditional limits are given only in these remarks. A permit is required above the limits of Art. 61 (sagoma) or Art. 62 (massa) CdS (Art. 10 para. 1–2). Width 2.55 m (2.60 m for ATP temperature-controlled vehicles). Height 4.00 m. Length: single vehicle 12.00 m (Art. 61 para. 1 letter c); autotreno 18.75 m (Art. 61 para. 2); autoarticolato 18.75 m only „ferma restando l'idoneità certificata dei rimorchi, o delle unità di carico ivi caricate, al trasporto intermodale strada-rotaia e strada-mare” and subject to the other limits of the regolamento (Art. 61 para. 2) — the source does not give values for a typical tractor unit + semi-trailer combination (without intermodal certification). Weight: 3-axle combination 30 t, 4-axle 40 t, 5 or more axles 44 t (Art. 62 para. 4). Axle load: most heavily loaded axle 12 t regardless of vehicle type (Art. 62 para. 5) — the law does not give a separate limit for the drive axle, hence 12.00 t for both the single axle and the drive axle. Tandem axles: 12 / 16 / 20 t depending on spacing (< 1 m / 1–1.3 m / 1.3–2 m). An indivisible load projecting at the rear by > 3/10 of the vehicle length or projecting at the front is also an abnormal transport (Art. 10 para. 3). Exceptions without a permit include car transporters (up to 4.20 m height and +12% length) and intermodal containers (up to 4.30 m and +12% length) — Art. 10 para. 6. Processing time
The application is submitted at least 15 days before the date of the journey; the permit is issued within 15 days of submission (Art. 14 para. 2 DPR 495/92 — calendar days, not working days). On a reasoned request, urgent procedure: issue within max. 3 working days for the 'diritti d'urgenza' fee (4 × the processing fee), charged only if the permit was actually issued within 3 working days. Escort
Private escort vehicle
Technical escort (scorta tecnica) is mandatory when at least one condition of Art. 16 para. 3 DPR 495/92 is met: lane width < 3.50 m (for transports abnormal in width) or < 3.00 m (others); transport outline > lane width minus 20 cm; width > 3.00 m; length > 25.00 m; permitted speed < 40 km/h on A and B roads or < 30 km/h on other roads; rear overhang > 4/10 of the vehicle length; front overhang > 2.50 m. The escort is provided by the carrier with its own vehicles or by a specialised company — both with an authorisation from the Ministry of the Interior, with qualified personnel (Art. 16 para. 6; disciplinare DM 18.07.1997). Police escort
The escort leader notifies the traffic police before the journey: 24 h in advance on A/B roads and dual carriageways for width > 4.50 m or length > 38 m; 3 days in advance on other roads for width > 4.00 m or length > 35 m (possible inspection by a patrol before departure); 5 days in advance when a full road closure with a diversion or a closure > 1 h is required (Art. 16 para. 4). In the case of a full road closure, the escort calls the traffic police (Art. 10 para. 9 CdS). The road authority may also order assistance by its own staff (prescription 10). [Z9]

- Application in TEWEB with a description of the load, the route, the date or period of the journey and a graphic diagram (longitudinal, cross-sectional and top view) with dimensions, weight and axle load distribution — where Art. 62 is exceeded, also tyre pressure and centre of gravity (Art. 14 para. 7 DPR 495/92) [Z8]
- Registration certificate (carta di circolazione) of the vehicles with permitted dimensions and weights and the possibility of coupling the tractor unit with the semi-trailer; for vehicles registered abroad also the 'scheda tecnica' document (D.M. 23.01.1997) [Z2]
- Declaration of responsibility (dichiarazione di responsabilità ) — for singole/multiple or periodiche — and a declaration of route passability (fitting through bends) and of verification of power lines where the height is exceeded [Z8]
- Declaration by the client on the weight of the load (dichiarazione sostitutiva di atto di notorietà ) — where Art. 62 is exceeded [Z8]
- On registration: identity document of the legal representative and an extract from the commercial register (visura CCIAA or equivalent) with the VAT number [Z2]
- Foreign EU companies: full translation into Italian of all documents except the registration certificate and multilingual forms (e.g. CMR, passport); sworn translation (Art. 33 para. 3 DPR 445/2000) with apostille [Z2]
- When submitted by an agency: special power of attorney (Procura speciale) to sign and send applications in TEWEB [Z11]
- For hired or loaned vehicles: rental agreement; between foreign companies without registration in the REN, but with business documents of both parties [Z2]
- For height > 4.30 m when crossing electrified railway level crossings — consent of the railway infrastructure manager [Z8]
Traffic restrictions
Unless the nulla osta provide otherwise, travel is permitted by day and by night, except on the days and at the hours of bans set by the competent authorities (prescription 21). Before each journey the carrier checks the passability of the route and the traffic restriction orders in the 'Ordinanze' section on stradeanas.it (prescription 16). In snow, ice, fog or poor visibility the vehicle must leave the road. On engineering structures, a transport abnormal in weight may not travel together with another abnormal transport. If required by the nulla osta: notification of the journey (preavviso di transito) in TEWEB before each journey and recording of the start and end of the journey in TEWEB APP. The permit must be in the vehicle as a digital original. [Z2]
