Issuing authority

An erivedu on a public road requires an eriluba from the road owner and an eritasu (special fee). Transpordiamet may issue an eriluba also covering local and private roads if their owner has authorised it (§ 16 para. 1 of Regulation 114); in that case no fees are charged for those sections (§ 13 para. 5). At the request of a foreign applicant, Transpordiamet itself obtains the agreements and permits of other road/structure owners (fee = menetlustasu for each) — § 13 para. 1. Contact: tel. 612 0100 (the e-mail address on the page is obfuscated). [Z1]

Application channel

Transpordiameti e-teenindus — Eriveolubade infosüsteem (VELUB) module, menu 'Maantee' → 'Eriveolubade taotlemine' [Z5]

Login / access: Estonian ID-kaart / Mobiil-ID or online banking (Swedbank, SEB, LHV and others); digital signature with ID-kaart/Mobiil-ID. Company employees act on the basis of an authorisation (volikiri) granted in e-teenindus by a management board member, linked to an Estonian personal identification code (isikukood), for up to 5 years. The login method for persons without an Estonian eID — not confirmed in the sources (manual from 2015).

  • Application in VELUB: type (standard/expedited, short-/long-term, one way/return, type of load), applicant and carrier (carrier = company holding the licence for the vehicle; a foreign carrier's details are entered manually), e-mail and telephone [Z5]
  • Vehicles: registration numbers; foreign vehicles entered manually (technical data, number of axles); one permit may cover several tractor units + one trailer or one tractor unit + several trailers [Z5]
  • Dimensions and weights with and without load, axle loads, route (list of approx. 300 predefined routes or a description), number of trips and route length [Z5]
  • Agreements (kooskõlastused) of owners of technical networks/structures when height, width or length exceeds the thresholds in liiklusseadus and ehitusseadustik — obtained by the applicant and uploaded to the application (for a foreign applicant they may be obtained by Transpordiamet) [Z2]

Traffic restrictions

The permit does not entitle the holder to leave the designated route (leaving it = no permit) or to exceed the manufacturer's permissible weight and prohibitions shown by signs, unless derogations are entered on the permit (§ 3 para. 6–7). The load may not project > 2 m to the front and > 5 m behind the rear axle unless it cannot be shortened (§ 3 para. 4). Nationwide time windows banning travel were not found in the sources — time conditions are set by the permit. [Z2]
