Issuing authority
Čl. 14 of the Pravilnik: the permit is issued by the public road authority or concessionaire; if the journey covers roads of several authorities (including annual permits) or the permit is issued to a carrier from the EU or another foreign state — it is issued by Hrvatske ceste d.o.o. The consents of Hrvatske autoceste, županijskih uprava za ceste and concessionaires are obtained by HC or an agent via the IPR system; the road authority has 5 working days, silence = consent (čl. 22). The Pravilnik (čl. 2) requires a permit when 'propisane dimenzije, ukupna masa, osovinska opterećenja' are exceeded — the base values are in another regulation, which was not read (not confirmed). Category I izvanrednog prijevoza (čl. 4) covers journeys up to 44 t (combination with up to 5 axles) / 48 t (6+ axles), up to 3.00 m width, 4.20 m height and 23.00 m length — this is already a journey requiring a permit (e.g. an annual one), not a permit-free threshold. Cat. II: >44/48 t up to 60 t, >3.0–3.5 m width, >4.2–4.5 m height, >23–30 m length, axle loads up to +20%. Cat. III: above cat. II. Cat. IV: vehicles without load (cranes, machinery). Cat. V: agricultural vehicles without load. Axle load in an abnormal journey as a rule max 10 t/axle (čl. 5 para. 1), higher only with consent. [Z2]

Processing time

Escort

Required only on sections specified in the permit; minimum tables (čl. 9): motorway — length 23.01–30 m: 1 simple (jednostavna); 30.01–35 m: 1 demanding (zahtjevna); 35.01–50 m: 1 demanding + 1 simple; >50 m: 2 demanding; width 3.01–3.50 m: 1 simple; 3.51–4.50 m: 1 demanding; 4.51–4.70 m: 2 demanding; >4.70 m: 2 demanding; height >4.30 m: 1 simple; weight 48.01–150 t: 1 simple; >150 t: 1 demanding + 1 simple; speed <50 km/h: 1 simple. Off the motorway the thresholds are lower (e.g. width 3.51–4.00 m: demanding + simple; height 4.76–5.00 m: demanding; weight 60.01–150 t: demanding). If the driver does not know the Croatian language (spoken and written) and the regulations of the RH — at least one escort is mandatory. [Z2]
Police escort
Motorway: length >50 m and width >4.70 m (after the opinion of the police). Off the motorway: length >35 m, width >4.00 m, height >5.00 m, weight >150 t. For width >4.70 m the issuing body must consult the police; no response within 5 days = police not required. [Z2]

Traffic restrictions
Journeys requiring road closure or significant slowing of traffic, during the tourist season (15.06–15.09), on days before public holidays and on public holidays, or requiring the dismantling of road equipment — as a rule at night (20:00–06:00); additional restrictions are possible at weekends in the season and on public holidays (čl. 8).
