Issuing authority
FBiH čl. 4 of Pravilnik 75/10: if the journey covers roads of different categories (autocesta, brza, magistralna, regionalna, lokalna), the odobrenje is issued by JP Ceste FBiH. A journey through both entities requires separate permits from the road authorities of each entity (this follows from the separate legal regimes; how this is coordinated: not confirmed). Republika Srpska: since 08.04.2015 the Pravilnik o vanrednom prevozu (Sl. glasnik RS 27/15) applies — the text of the regulation was not read. Brčko Distrikt: authority and procedure not confirmed. Values from the state-level Pravilnik o dimenzijama … (Sl. glasnik BiH 23/07, amended 54/07, 101/12), applied in FBiH as the basis for the definition of vanredni prijevoz (Pravilnik FBiH 75/10 čl. 2). Width 2.55 m (2.60 m for insulated bodies with walls ≥45 mm), height 4.0 m, tractor unit + semi-trailer 16.50 m (if the partial lengths are met: kingpin–rear ≤12.00 m, front swing radius ≤2.04 m; otherwise 15.50 m), motor vehicle + trailer 18.75 m (with partial lengths ≤15.65/16.40 m; otherwise 18.00 m), vehicle-transporter combination 21.00 m (amendment 101/12), gross combination weight with >4 axles 40 t (44 t for a 3-axle tractor unit + semi-trailer carrying an ISO 40' container), single axle 10 t, drive axle 11.5 t; no dimensional tolerance (čl. 9). In FBiH no permit is required where weight/axle load is exceeded by up to 3% and the exact weight could not be determined at loading (Pravilnik 75/10 čl. 4 para. 2). Processing time
FBiH: the application must be submitted at least 15 days before a category I transport and at least 30 days before a category II transport (čl. 15 para. 2); decision within 15/30 days of receipt of a complete application (čl. 18 para. 2). Shortened procedure: min. 5, max. 7 working days if no strengthening or bridge calculations are needed, the load fits within the lane clearance and does not occupy the other lane on bends, and a route assessment is attached to the application (čl. 18 para. 3). Escort
Private escort vehicle
FBiH: a technical escort provided by the haulier is mandatory for EVERY abnormal transport; its composition is set in the permit (čl. 9 para. 2). Two escort vehicles (front and rear) when the load exceeds the lane width/clearance, moves into the other lane on bends, or the road has to be partly or fully closed (čl. 31 para. 2–3). Police escort
FBiH: police escort whenever the transport is a hazard, in particular with: width >3 m or wider than the traffic lane (when the remaining width for the opposite direction is <3 m), height >4.40 m, length >22 m, weight >60 t, the need to stop traffic, or when the combination occupies most of the carriageway on bends (čl. 9 para. 3). FBiH: transport in principle at night (23:00–05:00), exceptionally by day when traffic conditions allow, and then not during peak traffic hours (čl. 23, 28). Interruption in bad weather (heavy rain, wind, snow, fog, black ice) (čl. 8 para. 3).
